That is a scheduling factor worth knowing about up front. Do I need a permit for a patio or driveway in Spring Valley Village?
Yes. Spring Valley Village is its own zoned, incorporated city and it requires permits for all residential construction. The miscellaneous residential application specifically covers driveways and walkways, decks and patios, fences, foundation repair and generator slabs, with separate packets for irrigation with backflow prevention and for swimming pools and spas. Contractors have to be registered with the city and carry a general liability certificate.
Is a tree survey really required for something as small as a shed?
Yes — and this catches people out. The city’s ordinance requires a tree survey and tree disposition plan prior to the issuance of any building permit, and states explicitly that this includes the construction of residential accessory structures. The survey has to identify species, diameter and trunk location of every tree on the lot, and be prepared by an architect, engineer or surveyor. The disposition plan marks every protected tree of ten inches or more, with protection fencing and signage.
How much of my lot can be paved in Spring Valley Village?
There are two limits, not one. Coverage cannot exceed 50% of the lot area in front of the required building line, or 60% of the area behind it. The city publishes a worked example that counts the house, the patio, the driveway and walks, the pool deck and a shed all as non-pervious cover — so the front yard has its own tighter cap and the back yard allowance has to cover everything you want back there. We run both numbers at design stage.
Why does the soil behave differently at each end of my street?
Because it genuinely is different soil. Spring Valley Village is the most varied ground of any market we work in — black loam, cracking clay, and loam that ponds for long periods from November to May all appear within a mile of each other, and one of the mapped soils here is so chronically wet that its surface horizon is up to half crawfish burrows by volume. Base depth, drainage strategy and plant palette all get specified against what is under your lot, not against a Houston average.
Is Spring Valley Village the same as Spring Branch?
No, and it matters for permits. Spring Valley Village is one of the six independent Memorial Villages — a fully incorporated, zoned city of about 4,200 people with its own building official and its own code. Spring Branch is the surrounding, largely City of Houston area, which has no zoning and a very different permit picture. They share the 77055 ZIP, which is why the two get confused. We confirm which side of the line your address is on before quoting.
Do you work in the other Memorial Villages?
Yes — Hilshire Village, Hedwig Village, Bunker Hill Village, Piney Point Village and Hunters Creek Village are all in our service area, along with the Memorial corridor and Spring Branch. Each has its own permit set and its own tree rules, and they differ more than people expect. Piney Point requires a permit for any live tree three inches or more; Bunker Hill runs a detention calculation on smaller lots. We handle those submittals.
