Staub, Briscoe and a Hundred Years of Rules
The core of River Oaks was built in the 1920s and 30s in Georgian, English Tudor, Spanish Colonial and French Normandy, by architects including John F. Staub, Birdsall Briscoe and Hiram Salisbury. Those houses were sited on a plan drawn by Hare and Hare with underground utilities, no alleys and planted esplanades — the landscape was part of the design from the beginning, not added to it.

What ROPO will want to see varies by section and by the scale of the work, so we confirm requirements with the association for your specific address before design is finalised rather than assuming.
Is River Oaks a historic district? Do I need a Certificate of Appropriateness?
No. River Oaks is not one of the City of Houston’s designated historic districts, so no Certificate of Appropriateness applies across the neighbourhood — that requirement belongs to districts like Boulevard Oaks, Courtlandt Place and the Heights. Individual River Oaks properties can carry a City of Houston protected landmark designation, and that is worth checking per address before work on a landmark-designated property.
Why do my azaleas struggle when the neighbourhood is known for them?
Because azaleas and Houston clay are fundamentally incompatible, and the beds that work here are built soil. Azaleas need acidic, well-drained, organically rich ground; the Beaumont clay under River Oaks is alkaline-leaning, effectively impermeable when wet and rock-hard when dry. Established beds in this neighbourhood are engineered soil profiles, and when one starts declining the cause is usually that the profile has broken down or drainage beneath it has failed. Fixing it means rebuilding the bed, not feeding it harder.
My property backs onto Buffalo Bayou. What does that change?
Two things. Bank stability, because the bayou here runs largely in a natural state through wooded ground and erosion is a live issue on the slope. And floodplain, because bayou-adjacent lots in River Oaks sit in designated floodplain and parts of the neighbourhood flooded during Harvey as well as the 2016 Tax Day and 2015 Memorial Day events. We design planting and grading for water that will arrive, and we say plainly where we would not place a fixed structure.
Can you match new work to a 1920s Staub or Briscoe house?
That is most of the job here. The original houses were designed with their setting — the Hare and Hare plan put planted esplanades, underground utilities and a deliberate street pattern in from the start. Material selection is what does the work: stone that reads as period-appropriate, proportions that follow the house rather than a catalogue, and planting that belongs to the era of the architecture. Contemporary infill gets a different answer.
How much of a River Oaks lot can carry lawn?
Less than most owners expect. Mature canopy live oaks over the esplanades and the lots create deep shade and heavy root competition, and turf under an established oak will keep thinning regardless of the programme. On a large lot the usual answer is a defined open lawn where light genuinely reaches, structured beds under the canopy, and hardscape where circulation and use demand it.
